Part of the Elephant and Castle early housing programme, Haworth Tompkins worked with Southwark Council and Family Mosaic on a site on Harper Road to provide seventy-five residential units over council offices to be proviced at ground floor level. The project consisted of an L shaped block of gallery access flats onto the existing open space opposite the site, some town houses mediating with the scale of the neighbouring streets and mews houses accessed from a shared courtyard. The elevations were conceived in layers, with a filigree screen providing some privacy and protection to a framework of south facing balconies.
